I have just been given this camera by my father. Is it any good?

Also it was given to me with no manual. I was wondering if anyone could tell me what the 4 dots on the ring were for. As well as the 4 dots there is the flash selection and the Auto selection. Through the viewfinder it is possible to see the shutter speed and the stop number, but I cannot figure out how to control them. Nothing I do pertaining to the position of the ring with the dots on it seems to actually change the needle's reading through the viewfinder.
