Water, about 50 degrees C 500ml
Kodak ELON Developing agent (aka Metol or p-methylaminophenol sulfate) 1.0
gram
Kodak Sodium sulfite
(anhydrous)
75.0 grams
Kodak
Hydroquinone
9.0 grams
Kodak Sodium Carbonate
(monohydrate) 30.0
grams
Kodak Potassium Bromide
(anhydrous)
5.0 grams Cold water to make 1 liter.

The Metol level struck me as different from memory and my recipe spreadsheet had the components as it appears at:

I've actually not used it but had recently looked at it when guessing at some ratios on a test here.... Is yours direct from the publication and this site and my original source (long forgotten to me) is a likely typo transferred along or different generation recipe? Have you used it and in what application? I'm on a mission lately to clean up my records and verify my recipes before printing out a recipe book for my darkroom.

The formula above is I'd guess D-11 not D19. The current commercial D19 is most likely the later variant D19b:
D-19
Metol 2.0 gram
Sodium sulphite (anhydrous) 90.0 grams
Hydroquinone 8 grams
Sodium Carbonate (Anhydrous) 45.5 gms or (monohydrated) 52.5 gms
Potassium Bromide 5.0 grams
Water to make 1 litre.
Later this was reformulated as D19b and was a standard developer with a variety of uses.
D19b / Ilford ID-19
Metol 2.2 gram
Sodium sulphite (anhydrous) 72.0 grams
Hydroquinone 8.8 grams
Sodium Carbonate(anhydrous) 48.0grams
Potassium Bromide 4.0 grams
Water to make 1 litre.
The more modern Ilford PQ version is:

Phenidone 0.22 gram
Sodium sulphite (anhydrous) 72.0 grams
Hydroquinone 8.8 grams
Sodium Carbonate(anhydrous) 48.0grams
Potassium Bromide 4.0 grams
IBT 1% soln (Benzotriazole) 10ml
Water to make 1 litre.

Just to confirm the formula listed is D11, and is in Publication J-1 as:
