    Being billed for VAT and duty seems to depend on the originator of the shipment too. Everything I've bought from KEH, even the lens which cost ~£25 + shipping, has been charged for. I would say more than 90% of items bought from ebay private sellers have come through with no charge.

    That is legalized theft... However I have purchased imported books from the US above the standard 18 GBP VAT limit and not payed any import duty or VAT.
