If you read the article the problem is that many products are only available to retailers in Canada at higher prices than across the border. The difference in prices can't be explained by shipping costs or currency exchanges. It doesn't mention film but you it's not difficult to think that this could be part of it. In turn we, as consumers, pay more.
I don't know if you have ever been involved in retail but I can promise you that nobody in retail business of any sort is marking things up %500, especially not in this day and age.
