Enlarging focusing scope

I've stumbled across a Peak Enlarging Focuser II. In the past I've only ever used the scopes that are completely stationary. This one has a way to focus the scope, can someone please explain how to use this?

That is the diopter adjustment for your eye. You want to set it so the rectangle is comfortably in focus for you.
