Not sure if the 23CIII-XL is close enough in the details to a 23CII, but just in case, here's my manual I scanned a while ago:

Hi, I am being given a Beseler C23 II enlarger. I have my choice between a black one and a gray one. The Black looks in better condition but I can't figure out where the filters go - can anyone help? I could use a Series II Manual if anyone has one!

There is a filter drawer under the condensors, lift the front panel between the condensors and the stage.

It looks like the filters would have to be about a 4" X 4" sheet of acetate for that drawer? Are you talking about the drawer at the very top of the enlarger?

Yes, that's about right for size.

I put my filters in the top slot. I never use the little drawer above the lens for filters.

In fact, I have a little piece of matte board cut to fit that little drawer so I can close it and block the light if I need to.
Sometimes I like to leave the enlarger on for 30 seconds or so before making the exposure. Closing the filter drawer allows me to do that a lot easier.
