Nearly all member organized functions are started voluntarily. This means the owner of a project determines the requirements and logistics of the project. They make the rules because they own the project. In some cases they may choose certain rules that could impact others participation in the project (the most common would be geographic restrictions). If this happens those affected can start up a similar project on their own. They can also contact the owner of a project to discuss alternative arrangements. I encourage project owners to be flexible with their rules, but also for site members to respect a project owners requirements. Thanks
