Agfa Optima 200 Sensor - Question/Tech Help Needed

Sorry for the very basic question but I just bought an Optima 200 Sensor and I am perplexed.

The film advance winder and shutter do not work. There is currently no film in the camera. I was told that the camera was in perfect working order.

If I reverse the winder, it works. If I try to advance and operate the shutter by way of the famous big red button, nothing happens. Must there be film in it to work? I know there is some sort of preventative lock but just curious.
