I think the quantity of hypo (or other silver solvent) is the prime factor influencing the image, given any active-enough developer. Developer time doesn't seem to make too much difference (at least with the Dokumol). e.g. 12 mins or 15 mins give very similar results.
I wonder whether those last 20 inversions at rinse stage are necessary?
Out of interest, how long did it take you to get to this stage in your process?
