It's good to call, since we would be a group, but usually there is no problem with tripods in the park. I shoot there often. There are always birders with tripods, film students, and commercial wedding shooters. I think they're lenient even with the commercial shooters. Commercial film crews usually get city permits, I'd assume, since they have lights, vehicles, cranes, and such.
